Prepare one exact transaction, collect signer approvals, and submit once quorum is reached.
Each signer keeps their own keys. Proposals are exchanged as JSON files; they are not stored by XRPFrontend. Signed files authorize this transaction and should only be shared with the intended coordinator. Batch participant signing is a separate workflow.
